Pursuant to Minnesota Statutes, Chapter 394 and Chapter 375, notice is hereby given that the Stearns County Board of Commissioners shall conduct a public hearing on Tuesday, July 9th, 2013 at 9:30 a.m. in the County Board Room, Stearns County Administration Center, 705 Courthouse Square, St Cloud, Minnesota to consider the enactment of Stearns County Ordinance Number 489.

The purpose of Ordinance Number 489 is to amend Stearns County Land Use and Zoning Ordinance Number 439 related to Secondary Homes on Farms and Motor Sport Facilities or Tracks. 

Copies of the proposed ordinance changes are available upon request and online at www.co.stearns.mn.us.  All interested persons are invited to attend said hearing or submit written testimony prior to the hearing date. 1.1 NOTICE TO CONTRACTORS

Sealed Bid Proposals for the furnishing of all labor, materials and all other items necessary to complete the work described herewith, will be received by Sauk River Watershed District at its office located at 524 4th St. S, Sauk Centre, MN, until 11:00 AM, July 12, 2013, at which time such bids will be opened and read aloud.  The work, in accordance with drawings and specifications prepared by Wenck Associates, Inc. consists of the following major items of work:

• Tree clearing 

• Approximately 53,203 LF of ditch cleaning including excavation, grubbing, vegetation removal, and disposal of materials

• Approximately 23,290 LF of ditch cleaning including vegetation and brush removal only

• Approximately 1050 SY of Class II Riprap at existing drain tile outlets (including geotextile underlayment)

• Approximately 342 LF of culvert removal and offsite disposal (RCP)

• Approximately 342 LF of culvert installation (diameter varies; RCP w/ flared end sections)

• Approximately 360 SY of Class III riprap (including geotextile underlayment)

• Approximately 120 SY of bituminous pavement

• Buffer Establishment, Site Restoration and Erosion Control

The bid package is available for examination at the Wenck office, 1800 Pioneer Creek Center, MN and at the Sauk River Watershed District office at 524 4th St. S, Sauk Centre, MN 56378.  All communications made prior to bid opening, relative to this project, should be addressed to the ENGINEER Attn: Edward Matthiesen, Project Engineer, ematthiesen@wenck.com or 763-479-4200.  Bid Proposals shall be submitted on forms furnished for that purpose.

Each bid proposal shall be accompanied by a “Bid Security” in the form of a certified or cashier’s check made payable to Sauk River Watershed District (“OWNER”) in an amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with a surety company duly authorized to do business in the state of Minnesota, such Bid Security to be a guarantee that the bidder, if awarded a contract, will enter into a contract with Sauk River Watershed District; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so.  The OWNER will retain the deposits for the three lowest bidders until the contract has been awarded and executed but not longer than sixty (60) days.  No bid may be withdrawn for a period of sixty (60) days following the bid opening.

A MANDATORY PRE-BID meeting will be held June 27, 2013 at 11:00 AM at the Sauk River Watershed District office located at 524 4th St. S, Sauk Centre, MN.

The bid of the lowest responsible bidder is intended to be accepted on or before the expiration of sixty (60) days after the date of the opening of bids.  The OWNER, however, reserves the right to reject any or all bids and to wave any minor irregularities, informalities or discrepancies, and further reserves the right to award the contract in the best interest of Sauk River Watershed District.
